California Air Resources Board (CARB) regulations - The CARB TRU ATCM regulation affecting brokers who hire and contract reefer units traveling on California Highways and the CARB SmartWay regulation that affects California based brokers who hire and contract with 53ft trailers (both dry van and reefer) and the heavy duty tractors that haul them. MAP-21 Provision on Separation of Motor Carrier and Brokerage Authority - On July 6, 2012, President Obama signed into law H.R. 4348, the “Moving Ahead for Progress in the 21st Century Act” or MAP-21. One of the provisions of MAP-21 requires the separation of motor carrier authority and brokerage authority. The language specifically promulgates to the Agency that an entity must be registered under a distinctive registration number for each such authority they are registered for.
