URS Delayed Again

December 9, 2016 – The Federal Motor Carrier Safety Administration (FMCSA) announced it is extending the implementation date of the final stage of the Unified Registration System (URS) beyond the January 14, 2017 deadline, due to additional time needed to properly migrate data into the new platform.

By moving the implementation date, FMCSA is providing its state partners more time to develop, update, and verify data connectivity and system reliability.  The additional time will also enable FMCSA to conduct more thorough training and to implement broader outreach and education activities to provide a seamless transition.  

The Agency is working with its information technology contractor to finalize a revised implementation schedule.  FMCSA will publish a Federal Register Notice in early January 2017 announcing the revised regulatory compliance dates.

Since the December 2015 launch of the initial phase of URS, FMCSA estimates that the industry has saved more than $3 million in registration expenses. In addition, the Agency issued over 100,000 new USDOT numbers, removed more than 360,000 dormant USDOT numbers from its databases, and achieved a 100 percent screening of operating authority applications for disqualified carriers attempting to fraudulently “reincarnate” as new operators.

URS Delayed until January 14, 2017


July 20, 2016 - Today, the Federal Motor Carrier Safety Administration (FMCSA) announced that the Agency has hit some delays in implementing the Agency’s Unified Registration System (URS) and they will not be releasing the URS until January 14, 2017, and establishing a full implementation date of April 14, 2017.

On December 12, 2015, all new U.S. or Canada-domiciled applicants and Mexico-domiciled applicants seeking registration to operate in the commercial zones along the U.S.-Mexico border began using the new system. A new applicant is defined as anyone who does not have and has never been assigned a USDOT, MC, MX, or FF number. These applicants are required to use the new online application when requesting registration and a USODT number beginning on December 12, 2015.

*The new online application and associated databases will not be available for use by those who already have USDOT, MC, MX, or FF numbers until January 14, 2017.

FMCSA took this action due to the magnitude of the number of records and data being transferred from the old legacy system to the new URS system. The Agency noted that during this information purge, the Agency identified that over 340,000 USDOT numbers are dormant.
